EPA Issues Redefinition of Solid Waste
On Oct. 30, EPA issued a new regulation to revise the definition of solid waste to encourage the recycling of more hazardous secondary materials. The changes to the definition are in response to several court decisions that held that EPA’s regulatory definition was overly broad and did not clearly delineate when a material is discarded. Hazardous secondary materials that are legitimately reclaimed are eligible to be exempt from regulation as a hazardous waste under the new rule.

EPA estimates that approximately 5,600 facilities will be impacted by this rule, and it will include 30,000 tons of new recycled materials annually. The rule will provide a cost savings to U.S. facilities of approximately $95 million, and the savings could be even higher if more states adopt the new regulations. Two Metalcasters Earn CMI Certifications
Two metalcasters have earned Cast Metals Institute (CMI) certifications. Raymond Hawkins, Lufkin Industries, Inc., Lufkin, Texas, has completed the General Foundry Technology certification program. Keith Luther, Royal Oak Industries, Inc., Lake Orion, Mich. has completed the Molding & Coremaking Technology certification program.

CMI certification programs provide realistic and tangible goals for the education and upgrading of key personnel in major areas of metalcasting and manufacturing. Scholarships are available, and applications are due by May 31 of each year. CMI Offers Permanent Molding Aluminum-Tilt Pour Course
CMI will be offering a Permanent Molding Aluminum-Tilt Pour course Dec. 2-4 at Century Foundry, Muskegon Heights, Mich. The production of aluminum castings using the tilt pour method is featured in this course. Time will be devoted to discussing such mold details as materials, thermal considerations, coatings and coating maintenance. The selection of aluminum alloys for permanent molding and the characteristics of aluminum alloys also will be discussed, along with a review of operating problems and casting defects.
